I&#039;m not sure I get your question right 100%, so please do explain it better for me if I misunderstood.

From what I read, you want to target multiple cities and add relevant, quality content to each page, that will convert the users by convincing them that an online deal is better than an offline one.

If this is the case, then I would say that it is a viable strategy. Any unique content helps, but as I&#039;ve shown above, in some cases it even works out with identical content.

As long as your titles and metas are decent, the CTR is high and the user&#039;s experience is good (no big bounce rate) then Google will understand that you deserve the rankings.
