awesome article, it really does make sense if you come to think of it. back in the day people used to get away with social profiles or linking to tons of spammy directories because it was easy, but now you have to work really hard to achieve your online marketing goals.
In theory legit comments and guest blogging sounds really good but when it comes to practice:
a) Most of the comment links are nofollow.
b) Most of the times guest posting isn’t an option when you are trying to do SEO for a website that sells a service or goods. The problem is that the owners of the blog you are trying to guest post on will just provide you with the sponsored post option which usually costs more than 100 USD. Guest posting is mostly a good option when you are trying to promote your own blog.

Let me share my opinion on the a). b). topics:
a). Yes but nofollow links help to maintain a proportionate and natural looking link profile. Comments bring exposure to yourself., or your brand.
b).Guest Posting is an option every time. Even if you sell Fridges which is kind of boring you can write super catch and creative stuff about the subject. You do not need to sell the Fridge directly. Make the Fridge sell by itself.
Link should be looked as by-products.
It seems like “Relevancy” matters a lot after the penguin 2.1 update. What is your opinion on getting high quality directory paid links?
Relevancy indeed matters a lot. Both for links and content. If they are human edited and are nofollow that would help your site in one way or another but not how they used to.
The blog comment is still a viable weapon, i think the manual link building is not considered obsolete, it still can give much, the only thing that takes too time
